Technical Help on Forms

I've ran into a problem with my nav bars, and would like any suggestions. (New to web design here). I had a fellow submit a website, and the code within his page is stripping the color from around the option buttons.
This is how the Nav Bar is suppose to look:

How do I turn Google's search engine into a drop down menu? I searched on their website and could find only the type of form I'm currently using.
